This is not a bad design when you keep the submersible pump or jet pump running with good pressure(struggling a pump with good flows and pressure for cooling). The flaw in the design is when something clogs or a valve doesn't open and deadheads the pump with a clogged pressure relief valve that might seep at best(not enough flow due to water quality clogging).
With adding in a pressure tank(1min runtime) and pressure switch to the design your capable of getting automatic water for other watering needs(yard hydrant). You would be capable to shut down the pump when in deadhead conditions from the pressure switch settings(keep pressure switch tube clear).
