25 feet vertical is the outer limits. Anything less than 25 feet just makes it easier to push the handle down.

Our local cemetery does not have water available. People bring their own water in jugs for flowers.
How difficult is it to install a hand pump? What is involved in drilling for water?
As are most cemeteries it is located on a hill, is it a given that water will be available at 20 feet or so?
This would be a donation by me to the church if it is acceptable to them and if possible. Is there much maintenance involved and if so after what length of time?

Everywhere you go is different. I couldn't even begin to give you advice on drilling a shallow well. I know what it's like here, but your area will be no doubt different.

Lets assume (love that word) that it is in your back yard. What would be the total cost to have an operating hand pump (hand pump included)for people with pitchers to water their loved ones flowers.

I'll just double the cost and it will give me a ballpark. This area I believe is a shale area where FL is mostly sandy. I got this idea because of Memorial Day.

It would depend on what kind of pipe you had to use, PVC or galvanized, whether you need a screen or not, whether you have to beat in in or wash it in and how deep you would have to go. See what I mean.
