    motor start problems

I drilled a new well about 2 years ago, and kept the old one for a future irrigation system. Now that I'm ready to use it again, the motor won't start. I have checked the wiring four times, and it's all correct. The capacitor is good, and all the resistance readings are proper. When I throw the swicth, I get a high pitched whine, but no pump. I'm leaning towards pulling the motor (last resort) because it sat idle for two years. Any ideas before I take the drastic approach?

If all is good up top and the motor won't spin, you don't have any other choice.
